Navigating M&E Frameworks in the Horn of Africa: Lessons from 200+ Evaluations

Monitoring and evaluation in the Horn of Africa presents challenges that textbook frameworks rarely anticipate. After leading over 200 evaluations across Somalia, Kenya, Ethiopia, and South Sudan, our team has learned that success requires not just technical rigor but deep contextual adaptation.

The Challenge of Data-Scarce Environments

The Horn of Africa remains one of the most challenging operating environments for M&E practitioners. Limited baseline data, security constraints that restrict field access, mobile populations, and low literacy rates all conspire to undermine standard data collection approaches. Yet the demand for evidence-based programming has never been higher.

International donors, from the EU to DFID and UN agencies, increasingly require robust evidence of impact as a condition of continued funding. The tension between these demands and on-the-ground realities is where innovation happens.

Lesson 1: Start with the Theory of Change, Not the Logframe

Too many M&E frameworks begin with a logframe template and work backwards. In complex environments, this approach produces indicators that are easy to measure but fail to capture what actually matters. We advocate starting with a participatory theory of change process that involves programme staff, local partners, and, critically, beneficiary communities.

A well-constructed theory of change reveals the assumptions underlying program logic, identifies the causal pathways through which change is expected to happen, and highlights the external factors that could derail even the best-designed interventions. In conflict-affected environments, these assumptions are particularly important to surface and test.

Lesson 2: Design for Adaptation, Not Just Accountability

Traditional M&E focuses heavily on upward accountability, proving to donors that money was well spent. While this remains essential, the most effective M&E frameworks we've designed serve a dual purpose: accountability and learning. They provide the evidence base for adaptive management, allowing programs to pivot when conditions change.

In Somalia, where political dynamics can shift rapidly, we've implemented real-time monitoring dashboards that flag emerging risks and enable program managers to respond within days rather than waiting for quarterly reports. This approach has saved programs from wasting resources on activities that no longer make sense in a changed context.

Lesson 3: Invest in Local Data Collection Capacity

Sustainability is a central challenge in M&E across the region. When international evaluators leave, the capacity to continue monitoring often leaves with them. We've made local capacity building a cornerstone of our approach, training community-based monitors, building the skills of local research firms, and designing systems simple enough to be maintained without external support.

Our experience shows that locally-led data collection not only builds sustainability; it produces better data. Local enumerators understand cultural nuances, speak local languages, and can access communities that international staff cannot.

Lesson 4: Embrace Mixed Methods

Quantitative data tells you what happened. Qualitative data tells you why. In the Horn of Africa, where context is everything, you need both. Our standard approach combines household surveys with key informant interviews, focus group discussions, case studies, and, increasingly, innovative methods like Most Significant Change and Outcome Harvesting.

We've found that participatory methods resonate strongly in Somali culture, where oral tradition values storytelling and collective sense-making. By adapting evaluation methods to cultural preferences, we achieve higher participation rates and richer data.

Lesson 5: Prioritise Accountability to Affected Populations

Perhaps the most important lesson we've learned is that M&E should serve not just donors and implementing organizations, but the communities programs are designed to help. Accountability to Affected Populations (AAP) is not just an ethical imperative; it's a practical one. When communities understand how a program works, can provide feedback, and see that their input leads to changes, program effectiveness improves dramatically.

We've implemented community feedback mechanisms in some of the most challenging environments in Somalia, from IDP camps to remote pastoral communities, and the impact on program quality has been transformative.

Looking Ahead

The M&E landscape in the Horn of Africa is evolving rapidly. Digital data collection tools, satellite imagery, machine learning for impact prediction, and blockchain for supply chain transparency are all entering the toolkit. But technology is only as good as the framework it serves. The fundamentals, good theories of change, contextually appropriate methods, local ownership, and genuine accountability, remain as important as ever.
